58 Yobe Civilian JTF, Vigilante members Trained on Human Rights, Rules of Engagement

The North East Development Commission (NEDC), in collaboration with Conflict Security and Development Consultant Limited, conducted a training on Tuesday for 58 members of the Civilian Joint Task Force (Civilian JTF) and local vigilante groups in Yobe State. 

The session, held in Damaturu, focused on human rights principles, rules of engagement, and the appropriate use of force to enhance security operations in the Northeast region.  

Yobe State Attorney General and Commissioner of Justice, Barrister Sale Samanja, inaugurated the event, stressing that the rules of engagement serve as critical guidelines for security personnel when applying force. 

He commended the NEDC for sponsoring the initiative, noting that it aligns with the state’s efforts to bolster security and promote community trust.  

"This training is pivotal to strengthening our security framework,"Samanja stated. “I urge participants to utilize the knowledge gained to uphold peace, protect citizens’ rights, and foster harmony across Yobe.”  

Brigadier General Dahiru Abdulsalam (Rtd), Security Adviser to the Yobe State Government, highlighted the program’s focus on educating participants on international humanitarian laws, security protocols, and the legal boundaries of their duties.

He emphasized that the training aimed to prevent misuse of authority while equipping attendees to operate within ethical and legal standards.  

“The sessions covered laws of armed conflict, human rights compliance, and the proper escalation of force.

"This ensures our vigilantes and Civilian JTF personnel can safeguard communities without overstepping their mandates",Said the Yobe Security Adviser.

Both officials urged trainees to apply the lessons to improve collaboration with formal security agencies and enhance public safety.

The NEDC reaffirmed its commitment to supporting initiatives that address insecurity and promote development in Nigeria’s Northeast.
